Governance Structure

Governors and strategic partners are involved in developing the TSH long-term strategy, ensuring the hub has both the capacity and capability to deliver on the hub’s remit successfully. Areas of impact within the strategy might include:

  • TSH capacity and capability
  • TSH participant figures and evaluation for the golden thread suite of national programmes
  • TSH school engagement figures
  • Recruitment and retention in the local area (potential sources of information include the Teacher Labour Market Report NFER or NEU’s retention survey)
  • Teacher wellbeing index

The TSH strategy is communicated to all stakeholders and sets the culture of the organisation, which in turn creates coherence, direction and purpose for all staff work within the hub.

1.2a Develop a vision and set of values that express the TSH mission to be a school-led centre of excellence for teacher and leader training and development in the local area.

1.2b Set strategic goals for the duration of the three-year designation period to exemplify how the hub will fulfil its remit and meet the requirements outlined in the TSH Delivery Handbook, plus plans to ensure sustainability beyond this period.

1.2c Define outcomes for all programmes you deliver and use logic models or theories of change to clearly articulate these to hub staff, partners, and the governance board.

1.2d Adopt and promote the values and behaviours necessary to successfully collaborate with strategic partners, stakeholders (local and national), and the wider TSH network to achieve their strategic goals.

1.2e Implement an effective communications plan to ensure that all TSH communication is aligned to strategic goals and uses language that is consistent with that of the Department for Education (DfE).

1.2f Forecast and monitor how TSH functions will develop over the duration of the three-year designation period, budgeting for this whilst allowing for flexibility and responsiveness.

1.2j Communicate with and report to an effective governance board to secure transparency, accountability, and strategic planning so the governance board can contribute to:

  • The strategic direction
  • Risk and financial management
  • Evaluation of impact (TSH engagement with schools and participants in the area plus local recruitment and retention data)

1.2k Using a range of qualitative and quantitative data, along with the internal and external expertise available to the TSH, to ensure ongoing refinement of strategic implementation
